Background:
Democracy depends on press freedom, which is championed by journalists. However, journalists in Indonesia still face physical and digital violence. In 2022, there were 61 cases of violence against journalists, an increase from the previous year. Journalists' wages are also far from expectations. In the 2023 survey, a living wage of around Rp 8.3 million, but the reality is only Rp 2-8 million/month. This condition threatens the quality of journalism and the independence of journalists.

Technological developments are also affecting journalists, with media moving to digital. Journalists are vulnerable in all areas, including violence and socio-economic issues.

Safe Journalism wants to understand the needs of journalists holistically, including student press and media independence. Therefore, a Journalist Safety Index is needed as a reference for violence prevention and mitigation as well as monitoring for three years.

Purpose of Indexing:

  1. Create an overview of risk levels and improvements for journalist security.
  2. Increase awareness and recommendations for media organizations.
  3. Encourage the government and state institutions to handle cases of violence and safety policies for journalists.
  4. Educate the public about the situation of journalists in Indonesia.

Research Institute Selection:
An open tender process will be conducted by Tifa Foundation. Research Institutes must have relevant experience and understanding of journalism issues in Indonesia. They should also involve relevant stakeholders.

Roles and Responsibilities of Research Institutions:

  1. Designing a Survey Methodology.
  2. Collect data and conduct surveys.
  3. Data analysis.
  4. Developing a Journalist Safety Index.
  5. Report writing and recommendations.
  6. Coordinate with stakeholders.
  7. Monitor progress for three years.

Applications by experienced Research Institutions with a letter of interest and proposal sent via email to recruitment@tifafoundation.id with the subject: IKJ Safe Journalism|(name of research institute/team) by October 16, 2023.
